Hunger Games

So in celebration of the new movie, I'm thinking of creating a Hunger Games RP, however here's the thing...

~Anytime we have elimination RP's they end up dying because people don't like killing other characters or one person god mods to kill the other character and a fight breaks out
~The stories after the third book talk about the Hunger Games ending
~The first book is the only time not one person won but more than one means there's no friends or anything.

Anybody have any ideas perhaps how to go about pulling off something like this. Or perhaps somebody with a little more knowledge than me(I've read part of the first, spark notes for all three[to figure out if I'd be interested in reading them] and watched previews and stuff for the movie). I like the concept of the games that I've learned and I think it would be pretty cool having characters trying to win over an audience to buy them food, first aid, weapons, etc. And the idea kids are kind of fighting for a deranged strange weird purpose of entertainment where all must die but one.
