There is a world much like ours. People live in relative peace, an occasional dispute interrupting a perfect peace. These interruptions have never been much but recently they've been getting worse and more frequent. So the people set up a Peace Army. They would stop the disputes and punish the cause in proportion to the interruption caused. A simple argument in public would earn a person a small fine and a warning. A murder would earn a death warrent with a kill-on-sight order. At first peace returned an nobody noticed the Peace keepers because they did thier job perfectly, stopping disputes before they interrupted everyone's life.

Ten years past without incident. Then one day everything changed. A black market deal occurred and went horribly wrong. The deal was about a strange crystal that was said to grant special powers. When the Peace keepers came to prevent the deal, they acidentally broke the crystal. When it shattered, the crystal shards strangely vanished. Though confused the Peace keepers thought they had done thier deed and didn't bother to search for the shards, a decision they would come to regret. A sudden crime wave swept over the world, each crime committed by someone wielding a crystal shard.

So to fix the world they began hunting the shard holders with a furious determination. However they wouldn't allow a choice for the innocent. They would kill anyone with a shard, even if the person had no idea what it was. Thus the shard holders formed an alliance. To fight for thier right to keep the shards.

The Shard holders use thier special powers to fight. And every Shard holder shares a telapathic link.
