Toyko Bans Anime and Manga

    [​IMG] Tokyo’s ban on anime, manga and games featuring “virtual crimes” or which are “likely to interfere with the healthy development of youth” has passed after the DPJ agreed to support it.

    The DPJ’s only addition to the critical portion of the law was a short rider which requests “prudent application of the law in light of any artistic, social, scientific or satirical merits the work might express” – it does not however add any legal obligation to consider these, or establish any clear or indepdently enforced criteria for judging whether a work can be declared “harmful” or not.

    Even more bizarrely, the final draft actually removed a passage that imposed “a duty not to possess [photographic] child pornography” on Tokyo residents, whilst leaving the section banning erotic manga and anime (and explicitly excluding photographic materials) all but unchanged – that the bill is intended exclusively as an “anti-otaku” law seems to be beyond doubt.

    It is very difficult to objectively assess the scope of the law – along with vague and subjective terms like “interfere with the healthy development of youth,” the law also includes “etc.” on the end of most of its examples, leaving it quite unclear, for example, whether the “improper glorification of illegal sexual activity, etc.” applies to only virtual sex crimes, or all crimes in general – presumably the interpretation adopted will be whichever is convenient to censors.

    Similarly, the ban’s mention of “rape and other sexual acts which violate societal norms” seems inevitably to point to a ban on depictions of homosexuality, considering who was behind the law.

    The generally expected form the law will take is that of a “amakudari” (a pervasive system of sinecures for retired bureaucrats) body which will inspect all anime, manga and games, with only those titles receiving approval as “healthy” able to be sold regularly in Tokyo shops – the rest will be relegated to the “adult corner.”

    The most immediate and direct effect of the law will almost certainly be to see ecchi manga such as To Love-Ru, bishoujo titles such as Champion Red and most BL manga, as well as any seinen manga with especially mature themes, banned from general sales – presumably most will then be cancelled due to a lack of suitable magazine or tankobon distribution channels, with a few perhaps being resurrected as 18+ ero-manga.

    As has already been seen, publishers will also likely be purging future anime, manga and games of any content liable to fall foul of the law, and removing older titles from distribution.

    The law probably also spells the end of most late night anime in Tokyo (and by extension, everywhere else), which it would appear to ban under its distribution clause; given the vague wording, of the current season alone it seems Ore no Imouto, Panty & Stocking, Yosuga, Sora no Otoshimono, Milky Holmes and others would all fall foul of its various stipulations.

    There is also some doubt as to whether Comiket will be able to be held under the new regulations – if not, its cancellation or removal to another prefecture seems likely, although a lack of sufficiently large spaces may severely complicate this.

    The law comes into effect in July of 2011, so with magazine, tankobon, anime and game release schedules being what they are, it seems likely its effects will be felt much sooner; in a genuinely democratic state there might be scope to overturn it before then, but from what has been seen so far it seems unlikely publishers have the guts or savvy to do anything about it.

    Well so much for the Tokyo Game Show... Hong Kong anybody haha. But wow, I do know a while back the state of California was trying to do the samething. What this means seeing as Tokyo suceeded with it and how it will affect things, some places in the U.S. could be facing the samething.

    I'm on the verge of tears right now!! :( HOW CAN THEY DO THIS TO US???!!!!! this is totally censorship at its worst right now!!! first onemanga.com gets shut down now my favorite mangas and anime are no longer being produced at all?? I might as well become deaf and blind now, there's no reason for me to see or hear if there's nothing for me to read or watch!!! :( :( :(

    wow that sucks really bad.i always watch anime so i would probably be bored out of my mind watching TV if i went to Tokyo.To Love-Ru is one of my favorite animes so i'd hate to see it dissapear =( but something tell me the government will lose money since people wont be able to buy their favorite anime/manga.that's on them for being stupid

    As big a fan of Naruto that I am, I'm not worried about those. But as for To Love Ru, that'll suck if it stops. It just started up again not too long ago. And after all the crap that occured to make it stop originally, the creator just cannot get a break.

    Socially, this may be good. Anime and Manga is like a legal addictive drug =P
    Fortunately, there are already many great anime/manga that surpasses everything that is new today. Unfortunately however, some may be cancelled. Though Fortunate once again, titles may just be distributed with a higher age rating.
    It's just like the petition that was running in all game stores here. We were trying to introduce the R18+ rating to games. Highest we have is MA15+ (even though it might originally be R18+, our government just slaps the MA15+ sticker on top of it) but that doesn't stop kids purchasing games like the Call of Duty Series. So hopefully whatever happens, it should still be easy to get what we want... if it's available =[

    I admit I spend more time watching older animes than newer ones, but I'm mostly concerned that the ones I've been following for a while will suddenly end and I won't get to see how they end

    This law doesn't seem that terrible.
    Now don't get me wrong I love anime and mangas, but this is only censoring them.
    Now yes specific anime meant for sexual themes, shouldn't be eradicated,just moved to more suited channels. (Child type SHOULD be eradicated though, no acceptions)

    From personal experience, I know how awkward a show can be when they just randomly show nudity.
    Evangelion being a big one.
    In a later episode you have nude women from varieng ages, some too young, jumping at you.
    I would be fine with the older woman doing it, if that was what the show was about, but I don't want under aged girls jumping at me repeatedly.
    It's just weird and wrong.
    And you may be wondering, how else is it awkward, well I was watching it at school and didn't know it was coming.
    The teacher just barely missed it, so I was ok.
    But it was a bit of a problem non the less.

    But there were reasons behind the nudity for Evangelion (random as they may be). It portrays the pureness of the being (with the whole god making/religious theme) and the pervertedness of Shinji. I could explain it much more deeply but it's a lot more easier if I were to say it person =\

    moving on-

    The problem with moving them is eliminating audiences, thus no money and no money means no productions. Then again as I said earlier, it's easy to get what we want as long as it's available =]

    How childish? I kind of enjoyed Ichigo Mashimaro >.<

    I was meaning in responce to the part that was taken away about child....you know.
    I like kid shows like pokemon and such if you thought that is what I meant.

    That is true though, moving it would hurt it.

    Though I would say the nudity was chalked up to pervertedness more than anything else in evangelion.

    Now I'm not reading really far into it nor am I really going to because I watch anime on youtube than TV, anyways. This law only affects one city in one country not the whole world. Only Tokyo is having the change not the U.S. So yeah.

    Not all anime comes from Tokyo.
    So it won't affect people all that terribly.

    WHOA didn't even think about that! I mean since Tokyo is the biggest city in Japan, I just assumed that's where most anime and manga come from, but I guess that's not the case, then maybe I will get to see the endings to my fave animes and mangas!! :D

    I'd like to dissagree.
    Anime is japanese.
    Come from anywhere in japan, and it can be called anime.
    But I have actually seen some great anime outside anime made in Tokyo.

    Whew, thanks for the assurance there. Almost wet my pants (from tears!!!) when I saw the topic title.
    But I'm still worried. The Domino Effect might start from there and Japan will not be Japan anymore.

    I'm confused by the wording, "portrays virtual crimes [...] or is likely to interfere with the healthy development of youth."

    Because I'm not sure how much anime does either of this, lately I began to watch bleach from the very first episode and I'm up to roughly 110, and I've never seen either of those things?

    Am I missing something, or are you guys all over-reacting?
