I haven't played the game but maybe it's because they want you to beat the game without help as in a harder game. that's just a thought I don't really know I just made a educated guess. XD

Well, originally they were not even supposed to be there in the first place. They wanted to help Sora though,so a card for each was created from that desire. The real ones are outside in the halls, but cannot help in the battles either. Its the rules of the castle.Thats what I believe.

A theory i have read is that the Donald and Goofy that travel with Sora in the Castle rooms are not realy them, but memories of them from Sora's memory.Does give another explanation for why they are cards, but not why they are not outside of battle.I think the theory tied in with 358/2 for some reason, but I have not played the game and cant say anything on that.

Marluxia explains in the game. Donald and Goofy get turned into cards because of some reason. I don't quite remember.

From the way you asking this, i assume i have two thoughts about you:

    1. You never played Chain of Memories before
    2. You played Chain of Memories but never read or perhaps understand what they said. You just hack&slash anything in front of you.

So here's the answer based on the something that called "wikipedia"
Kingdom Hearts: Chain of Memories follows a totally new battle system as well as gameplay. The battle system now revolves around Sora's memories, represented as cards

"Cards are the hearts of your friends."
    ~Marluxia

And finally: THE CASTLE RULES ITSELF

When in battle mode, yes they are cards, you can summon them.
In the story, they aren't. (played the game and finished it)

.......What is the point of didn't beat it when Marluxia told it at the first of the game?
