In the last box "Controls"
put this in the "Background Image"

and set Background colour to #000000 (just black)
And make the Text colour a colour other than Black or White.
That should be a start.

You go to User CP and go to Customize Profile
It may take a bit of tinkering around but you'll get the hang of it soon.
And if you want pictures on it, you'll need to make an album that filled with pictures on here since you can only have pictures as backgrounds from your own albums >.<
