The three bars are categorized in this order.

Level: Depending on how many "points" you have, it goes up. More points=Higher level
Experience: Shown in percentage, once it reaches 100, your level goes up. It relates to the Level bar.
Activity: How active you are. Increases by how many points you achieve per day.

Points are awarded by posting, making friends and more. you can refer to THIS to have a little more knowledge on how to gain points.
As to what purpose they serve, not much really. Just to show other members how dedicated to the site you are.
